Retropay by element doesn't include retroactive elements?

I noticed that retropay by element doesn't process retroactive elements the same way as payroll run did it originally. Anyone have any idea what might be wrong. All needed elements are included in element sets.

eBS 12.1.3

Case

January payroll run 31-JAN-2015

Salary 1000

Taxes 200 (1000*0,2) OK

Added Salary 500 in January

Run Retropay by element 01-JAN-2015 - 01-FEB-2015

Run payroll run 28-FEB-2015

Retro salary 500

Salary 1000

Taxes 300 (1500*0,2) OK

Removed Salary 600 in February

Run Retropay by element 02-FEB-2015 (avoid overlapping retropay)

Run payroll run 31-MAR-2015

Retro salary -600 OK

Retro taxes -220 ( -600 * 0,2 = 120 ) ???

It seems retropay uses only regular elements in february? Payroll run calculated 1500 and retropay calculated 1000 - 600 = 400 for same payroll run.
