How to enter translations for Legal Justifications Messages

In Oracle Forms, when you have MLS or NLS enabled, it is possible to enter your set up in various languages just by clickiing the Globe Icon.

How does this work in WebPages? For example in the Tax Rate Form, where the Description or Name can be different depending on Language?

And more specifically for Tax Reporting Types, Reporting Codes, where I would like to enter the Legal Justification Text in different languages.

This is a non updatable field, so my workaround: Log in in English - enter the details, then log in in the other language - enter the details ... does not work
