Transferring Invoice Variance not updating average cost

I have run the Invoice Transfer to Inventory request and it has returned value changes for several inventory items, however, these value changes are not reflected in the inventory value reports for the selected organization or the Item Cost History for that item in that organization.  Create accounting and cost collection manager have both run.  Is there something else that needs to be run before the value changes from the invoice variances are posted to the inventory?  It also did not create an entry in the GL.  Thanks.
