"Failed to retrieve business services application server list" msg

I have setup a BSSV in our existing instance with weblogic 10.3.5. We are on As400 platform . Ihave installed Jdeveloper 11G on out client. BSSV package build works fine and ear file is getting created, However when i try to deploy the BSSV and the moment i input the server manager URL and click next it throes error." Failed to retrieve bussiness services application server list. Disable deploy to BSSV server to Proceed". Can any one help me on thi s? I searched on knowledge guardian thy same some driver issue.
