Do I need to "freeze" Work Center rates?

I use "standard" costing at my company.  When I update my work center rates, do I need to "freeze" them, or is that necessary only when using "actual" costing methods?

When I simulate and freeze my manufactured items, it appears to use whatever value I have in the "simulated" column of my work center rates.

Note: I'm using JD Edwards E1 9.1
