Change in Category Flexfiled in Upgraded R12 Environment

Business requirement:

Our business is going for the R12 updgrade from Oracle 11i. Client has only one segment in Category Flexfiled Major Segment. In R12 Upgraded environment business wants to add in Minor category as well.

In this scenario can we  add in New segment to the category flexfield. If Yes when can we add this (Before or after up gradation process) and what is the process also wanted to know pros and Cons of this change.
