SI or ST/OT between companies

We currently use SI/SK/OK for shipping product from one company (10 - US) to the customer of another company (30 - Canada) and it's working fine.  Now company 30 will have it's own 3PL warehouse to serve some additional customers.  Company 10 will need to stock the company 30 warehouse.  My question is this - do we use SI (interbranch) orders or ST/OT to get the product from 10 to 30?  I imagine that we want to "bill" company 30 so I'm leaning towards the SI but I wanted to confirm.
