Can we add a tax book after Upgradation to R12 instance

Business is in 11i now, having only corporate books for all countries. now business wants a go for the tax books in R12 instance. Can we add a tax book after Upgradation to R12 instance??

What is the best option to create a tax books in  R12 and wanted to understand pros and cons of the same.

can we go for upgradation with Corp books and add the tax books in R12 Instance or Do we need to go for reimplementation??
