Runtime Security settings getting lost after deployment or Redeployment 11.1.1.6.0

We have Webcenter Custom Framework Portal Application.  And we have a requirement of creating pages on run time and assigning security to them on run time using the admin screen.

But if we undeploy and deploy the application, all the security settings done at run time are lost - whether its creation of new roles, or mapping new pages to existing roles.

I can go to EM and go to Policy Store and see Policy or role assign to Page is gone.

As well as we have redeploy our application but after redeploying application , our run time security changes goes away.
