Error 1013000 loading application Unable to Create Request Server Thread

While migrating application to 11.1.2.3 we are getting the below error message. Can you please advise.

Error: 1054003 Error 1013000 loading application: [Thu Jan 15 05:05:01 2015]Local/CPRJUL15///140225681573664/Serious Error(1013000)
