Why Update Profiles and Update Policies have the action option grey out??

Hi All,

I am running 12c, and just found out, when go to Plan Management -> Profile and  Policy -> Update Profile, all the action is grey out. I cannot run the update job or add new profile/policy.

Last time I use it is 9 months ago, it is work.

Any clue?
