Manager Evaluations in OLM

We have been asked  by a customer to provide  funcitonality to allolw a manager to be able to provide feedback on learner training functionality which s attached to a learning record and can be reported on.

Currently evaluation of training is done manually which is somewhat cumbersome.  This is because managers do not have the ability to provide feedback on the impact that a peice of training has had on their staffs ability wihtin the workplace.

I understand there is not a seeded area that can be used for this and therefore I was wandering if anyone else out there has devised a similar peice of functionality and could give me any advice.
