If we configure standby database (Not active dataguard), can the standby database be used in case of

If we configure standby database (Not active dataguard), can the standby database be used in case of outages of primary database at no extra cost.

The environment is 11gR2 Enterprise edition on windows platform.

We found active dataguard is licensed feature.

When we have standby database in mount state (managed recovery), can the recovery be cancelled and database be opened.

We will redirect application to standby database and use it as primary.

Will opening standby database and using it, become part of active dataguard feature and need licensing?
