Cannot find User Account Employee Extract Process

Hi,

I want to create batch of user accounts but cannot find 'User Account Employee Extract Process' nor 'Data Pump Engine' programs on the list of concurrent programs using System Administrator responsibility. Should I install a patch to make them available? Or my system needs additional configuration? We are using EBS R12.1 UK HRMS with Self-Service.
