session agents not showing as out of service when link to SM down

Session Agents configured to use options to ping Avaya Session Manager, but when link is torn down the Session Agents still show as in service.  Calls will re-route properly to

secondary session agents in SAG, but shouldn't the SBC recognize this and not even send the call there, but re-route to the next Session agent in the group?
