Deliver transaction performed without entering the Locator information

Hi All,

Received following incident:

PO receipt is done and deliver without entering the locator info.
But Subinventory is locator controlled. How system allowed to perform deliver transaction bypassing the Locator info?
Is this a Bug in Oracle? Anyone has any idea ?
