Which JDeveloper for ISG development in EBS 12.2.3?

Hi,

We've been developing customizations for EBS 12.2.3 using the version of JDeveloper specified in patch 17888411. Now I need to develop a custom Java bean for a REST web service exposed through the Integrated SOA Gateway. The Oracle E-Business Suite Integrated SOA Gateway Developer's Guide describes adding the Jersey-bundle_1.0.0.0_1-1-5-1.jar, Oracle JDBC library, fndall.jar, and Isgagent.zip files to the project's libraries list. The second one is in my distribution, the other three are no where to be found.

Is there a version of JDeveloper for EBS 12.2.3 which includes these files? If not, is there a patch to add them? Or do I need another version of JDeveloper for ISG development and if so which one?
