Several database_system targets have gone into 'Status Pending (Post Blackout)'

I applied the December patch bundle but encountered problems with a bug. That issue is resolved (thankfully) but many of my database_system targets remiain in either Status Pending with 'Post Blackout' or 'Target Addition in Progress' states.  All of their related targets are up and fine.  Job system is working great.  Uploads are proceeding withour errors.  In other words, the only goofy items I have left over are the db_sys targets. I've taken each of their agents down, ran emctl clearstate agent, restarted, and uploaded the agents.  No change.
