Order Fulfillment Release not Removing Unfulfilled Lines

I have read doc 1945287.1 and have set the processing option in R4277703 to remove the unreleased sales order lines from the existing shipment but it doesn't produce the results I'm expecting.

I set up a 2 line sales order with both lines going to the same branch plant.  The both have the same shipment number and were waiting for fulfillment.  I went into the Order Fulfillment Workbench (P4277701) and fulfilled line 1.  With line 1 checked, I clicked Release Fulfillment.  It ran and released line 1.

I re-inquired on the order and noted that it advanced the status but that both lines still had the same shipment number.  I expected the un-released line to have a new shipment number.
