Unable to View Output of Requests Submitted by other Users

How can I do this "The viewing User has a grant to view a specific User's requests irrespective of the Responsibility they were submitted in" .  I would like to set it up and appreciate if you can provide me some guidance.  Is a PREDICATE ( I guess this is a SQL Statement)  required while creating "Create Object Instance Set"
