How to control budget for CIP asset which has project segment?

I have many projects which are defined in one asset category. In order to identify each project, I have defined a segment in my COA and its values are my project names. I also defined a CIP asset for each project. So it is not possible for me to use roll up in this case because CIP clearing account get project segment from charge account used through purchasing for a project but CIP cost does not get project account after mass addition process.
