JDE 9.1 FULL package build is failing

Hi, I have the SR opened with Oracle as well for this issue. I am posting here to get additional and faster responses. I hope someone from Oracle or customers side can find the issue and point me in the right direction. This is a new migrated environment and I am trying to build and deploy a full package on 9.1.4.7 on Windows 2008 R2. The enterprise server is on Windows 2012. DB is SQL 2012. Compiler is VS 2010.

I have upgraded JDE 812 into JDE 9147 on to separate hardware. The upgrade was successful. However, the full build is giving issues.

This is the third time the full build was failed. Oracle support checked the jde.ini on both ent and dep server and compiler paths were added where missing. But the build is still failing.
