How to make a black list numbers on SBC

I have a SIP trunk  which all calls pass through  an SBC and I want to block some specific numbers from PSTN in order to avoid these numbers to complete calls to IP PBX. How can I intercept theses specific numbers "A" to block them to call to a number "B". I,m trying using a local-policy which has a next-hop with dummy IP address.
