Required Qty on Work Order after Material Return

I created a Work Order with a required quantity of 2 for an item. I had both issued to the Work Order, and did a material return of 1. When I did the material return, the required quantity on the Work Order was reduced from 2 to 1.

Is this the intended functionality?
