I am trying to re-open SR, but nothing happens when I click the button

I was told to update tools release and re-open ticket if the problem persisted.  I updated tools and the problem remains.  I now have an understanding of why the problem is occurring that I am anxious to share with support, but I am unable to re-open the ticket.
