1099 alignment for pre-printed forms

Does anyone have the issue with the alignment being correct on the first 1099 printed and then each one following the first one is not correct? The data keeps moving down on some and then up on others. I am using the BI Publisher Pre-printed Template. We are on App 9.0 and TR 9.1.4.
