Shape behavior in RTF templates

Hi all,

In a RTF template as it shown below I used a code to control shape behavior:

The intention is to offset selected shape by STARTOFFSET If DUR_1 is greater than 1, but the If statement doesn't work, can anyone help me to find what is wrong with above code.
