Having Issues with Siebel Upgrade from IIS 7.0 in Windows 2008 running Siebel 7.8.2.14 attempting to

Has anyone come accross this issue or know how to modify page redirect for Siebel FINS_ENU URL - UAT/UI to modify permissions. When attempting to redirect pages we are getting the entire web pages redirected in all UAT under Web Services in IIS 7.0. We were able to redirect this under IIS 6.0 running Windows 2003 this sounds like a permissions issue or need to change web services file structure running web services. Any ideas or suggestions would be great.
