Award Approval - RFQ - The transaction ID specified returned an incorrect number of rows for transac

We have an RFQ (Request for quote) created by someone who has since left the organisation. The RFQ is needs to be Award for Approval but we receive this error.

Is there a way to change the creator/buyer?
Or an alternate method of resolution via changing the RFQ etc?
