FULL_PC_COL_DETAIL and FULL_PROMO_COL_DETAIL?

Can anyone explain FULL_PC_COL_DETAIL and FULL_PROMO_COL_DETAIL system parameters?

This is what data model says:

FULL_PC_COL_DETAIL: determines whether full markup values are retreived by default for price changes/clearances

FULL_PROMO_COL_DETAIL: determines whether full markup values are retreived by default in promotions.

This is all I can find on this. This parameters are not visible in RPM System options screen.

What is full markup, and what are these parameters for?
