Resource Manager reallocation or throttling

Trying to locate in the documentation a statement concerning the behavior of a currently lower priority running process when a higher priority process starts that has been defined a higher level of available resources than available.

There exists diagnostic documentation about throttling that has been initiated by Resource Manager.  However in the Resource Manager documentation, I was unable to locate text that indicates throttling of active lower priority processes will occur when higher priority processes are initiated.
