Upgrade from 8.1.1.7 SIA to 8.1.1.14

Hello,

I have a question about upgrading from 8.1.1.7 to 8.1.1.14. We are using Red Hat Enterprise Linux 6.6 64 bit and oracle database 11.2.0.3.0.

I'm reading through the DB Upgrade Guide for 8.1.1.14... do we need to perform the steps mentioned to upgrade the Oracle Database in chapters 7-10? OR do we just upgrade the Siebel release to 8.1.1.14 and run the incremental repository merge?

Does it matter if I install 8.1.1.14 as NEW installation and use the existing 8.1.1.7 database?

Sorry if this is obvious question but the documentation is very hard to follow and understand at times.
