Need to know if there is a feature through which a user can request for a new contract in Oracle Pro

We use Procurement Contracts and the client wants to know if there is a way by which user can request for a new contract in the system which once gets approved will be entered in as a valid contract.

Currently the process followed is below:

1. A User who needs a new contract with a vendor writes an email to the Contract administrator

2. Contract administrator will review the request and if he/she is fine a contract is entered in Oracle Procurement Contracts

3. Contract administrator replies back to the email sent in Point1

4. The User in Point1 can start using the new Contract in Oracle Procurement Contracts
