Why new tax code NH (school district head tax- EE paid) create for PA employees

We noticed that a new tax NH tax code was created when we ran 2015 payroll after ESU JM17355.  It generates a tax record of NH having gross pay and excludable being the same but with no tax amount.  What is this NH tax code use for PA employee and why is it created in the payroll.
