We are unable to get Unifier 10.1.x to publish to BI Publisher. 10.0.2.0 works fine with same BI Pu

We have an open SR 3-10017001671

We have been trying to get 10.1.3.0 to publish custom reports.  This fails and never gets to BI Publisher.

Here is the error message from the Unifier.log

~ERROR ~ Target.Exception  ~ ~ unifier:/sys/bip/report/publish throws an exception at /sys/bip/action.xml:278: ~ java.lang.NoSuchMethodError

There are MANY differences between the action.xml file referenced in 10.1.3.0 and 10.0.2.0.

Has anyone successfully deployed a custom report from 10.1.3.0 to BI Publisher?
