rate_amt on rate sets

On Rate sets, when we try to enter a zero dollar rate on the rate set , it defaults to 1.
Is there any reason why this have to a number?
Like say we have 7 different operating units and 7th operating unit doesn't get the rate applied, we have to list all the 6 operating units to a given rate rather than just wildcarding 6 and set the 7th with zero rate.
Other than creating zero dollar rows, is there any other issue with this?
