Error from order management, Invalid unit of measure..

Some times, when we try to give repalcement, at ship line when we try to book the order, system throws error message  "Error from order management", then agin it shows

invalid unit of measure

Because of this error user not able to book the ship line.

I am interested to know

1. What is the reason of this error

2. How to resolve it ?
