Siebel 8.1.1.10 [Open UI] [IE11] : F9 template not working using keyboard

User tried to reproduce the issue by using the keyboard arrow keys to select F9  template and then press Enter to populate it. The template cannot be populated. You have to use the mouse to click in the body to display it. Whereas if you use the mouse to select, the template can be displayed the 1st time. However user are used to use their keyboard more often.

is there any work around available
