Default Legal Context field in Operating Unit information has no valus in LOV R12

Hi, I am trying to create a new Operating Unit and when I am prompted to fill in the OU information, after selecting my Primary Ledger in the LOV the field for Default Legal Context has no values in the LOV and it is a mandatory field. What could be the possible cause of this?
