Patch 18936791 include how many bug fixes

I applied patch 18936791 to our 3 R12.1.3 non-prod environments for IE11 broswer (Doc ID 389422.1). All went successful in 3 environments. But when I checked the total number of bug fixes applied by this patch using statement "select count(*) from ad_bugs where to_char(last_update_date, 'DD-MON-YY')='20-JAN-15'; " to get the count, each environment returns a different numbrers  (around 246 +/-10). (note all patchehing copmleted on the same day)

Our 3 EBS environments may be slightly different, as they are never exactly the same.  Is it normal that the nmuber of bugs fixed by a same patch is depneding on what is the environment status?
