Project Contracts Billing Method entry error - ORA-1043 no data found FRM-40735 ON-INSERT trigger ra

When attempting to insert a Billing Method - received this error when saving.   ORA-1043: no data found  FRM-40735: ON-INSERT trigger raised unhandled exception ORA-4062

EBS 12.2.4

Setup-> System Setup-> Billing Methods

 

Billing Method (form OKESYSST)

Any suggestions?  Doesn't work in either instance.  We tried removing MO: Security Profile.  No change.
