Adop NodeManager error

Hi, I just installed Oracle EBS 12.2.4 Tier 3 ( 1 db server, 1 Web/forms server and 1 Concurrent process server), I tried to install patch to enable ESA language using adop tool. When I ran adop phase=prepare on Web/forms server it finished without problem, but when I ran on Concurrent server, it finished with this error:

TIME    : Fri Jan 23 15:10:38 2015

FUNCTION: main::checkNodeManagerStatus [ Level 1 ]

ERRORMSG: NODE MANAGER is down. Cannot proceed further...

adop exiting with status = 1 (Fail)

Loooking in the adop logs I found this:

Validated the passed arguments for the option ebs-get-nmstatus
