Patches 19562319 & 20002141 for Forms and Reports 11.1.2.2.0

HI,

These two patches are included in the January 2015 CPU.  The instructions in the README's state

1. Before applying the non-mandatory patches, ensure that you have the

   exact symptoms described in the bug.

Since I can't access the bug reports for these patches, I can't tell if I have these problems or not.

Can I skip applying these patches or is the recommendation from Oracle that I apply them anyway?
