SAIP Course Template departments are not in the scoping component

We are finding saip course templates departments that are not in the SAIP Scoping/Association component.  This component uses the record view sae_acad_ext_vw.  If I do a sql select, the result set matches what is displayed in the component.  How do I get this to match the distinct departments SAIP is pulling for a course template <relationship relation="1"><sourcedid><id>B-ARAB ?  Also what is the table name saip is using to populate this field?   The SQL is from SAE_ACAD_FULL_SQL..., I think.
