Tax ID Change for Year End

We have an Pennsylvanian employee that had their Tax ID changed somehow during the Year End process.The Tax ID is different now in F06166B than it is in F06166 and it is not recognizing local taxes. How can I changed the Tax ID back to the correct ID without SQL?
