FR Reports opens twice when opened via a Task List

When I open a report via a Task List, it opens twice in two consecutive Planning Workspace Tabs. The URL for the Reports were encoded using this document https://support.oracle.com/rs?type=doc&id=1339568.1 .

We are running Hyperion Planning 11.1.2.3.500.

This problem exists on different machines running IE8, IE9 and IE10.
