Free text in supplier field/ site/ contact on requisition page while creating new requisitions

Hi,

We have upgraded to R12.1.3 and found that we can give any free text in supplier field/ site/ contact on requisition page while creating new requisitions.  LOVs are also available for the supplier field in requisition form to select form.  Just want to know if this is intended functionality and if we have a control/ setup so that we can restrict user to use free text i.e. only LOV option is selected.

Please note that this is not from iProc, it is in core forms.
