Rent and Utility bill payment tracking using Purchasing module

Hi,

Client would like to track payment of Rent and Utility bills using purchase documents.Can this be achieved using either Blanket Purchase Agreement or Planned purchase order?

or is there a way to track the reference for the payment. Please advice.
