I need to distribute tasks equally among the employees in the warehouse

I have 20 employees in the warehouse

I have many sales order related to many ship methods

Create  a wave

I need to distribute tasks equally for the 20 employes

each employee will have one ship method

and sometimes the employee has tasks in queue

so the employees that do not have tasks will take first the tasks
