Apply prerequisite patch(es) [ 16902043 ] before applying interim patch 12942119

I have applied 16902043 using opatch to my 11.2.0.3 rdbms on solaris sparc 64 bit, and now when I attempt to apply patch 12942119 it complains that it is missing the pre req 16902043 which was just applied! opatch lsinventory doesn't list the patch.

I should add that this is a cloned E Business Suite 12.1 database and I used Rapidclone to clone the database.
